Scale doesn't change the legal test, and for Noida the buying restriction applies before the green-certification one does. The Supreme Court has ordered that no e-commerce platform may sell or process online firecracker orders anywhere in the NCR, with any consignment shipped in liable to be detained and confiscated, and it has separately barred bringing firecrackers into the NCR from outside the region; sale is lawful only through licensed traders at locations the district administration designates, inside a short window fixed shortly before Diwali (The Indian Express). Noida's position inside Gautam Buddh Nagar district, part of the NCR, puts bulk buyers under this same regional baseline as Delhi and Gurugram, and a resale carton still has to be green-certified before it can be sold at a designated point. A housing society or corporate office running a shared burst is more exposed if that event misses the legal window than a single household lighting a few sparklers would be, particularly given how widely the evening window has been ignored across NCR satellite towns in past seasons (Times of India).

Two national orders set the floor here. Supreme Court, 23 Oct 2018 (WP(C) 728/2015): permitted manufacture/sale of green crackers, banned barium-salt and joined crackers, limited Diwali bursting to a ~2-hour window (commonly 8–10 PM). Diwali is the single biggest bulk-order window for Noida, pulling in society-wide community events, corporate gifting runs timed to close before offices shut for the festival, and event organisers booking larger aerial-heavy quantities for open grounds. Because delivery still runs 4–6 days by road courier regardless of order size, a bulk buyer benefits from ordering earlier than a retail household would, since a case-quantity dispatch queued in the final pre-Diwali week competes with every other bulk order in the same window.
