Volume does not change the legal channel in Delhi; it just raises the stakes of getting it wrong, since a society-wide or corporate order affects more people if the sourcing turns out to be non-compliant. Government and court reporting are consistent that the online restriction applies without a bulk exception: the DPCC's notice bars online sale outright (DPCC), and coverage of Delhi Police's own permitted-sale order confirms courier delivery and transport of firecrackers into Delhi and NCR stay banned even during the short in-person sale window (The New Indian Express).

Whatever the state adds, two nationwide orders come first. For anything newer, check the 2026 notification directly — bulk sourcing decisions made against an outdated notification carry more risk than a single household's, given how many people a society-level display serves.
