The eight stages of manufacturing, in order
1. Composition mixing.
Oxidizers, reducing agents, binders, and the sound or colour agent for a cracker are weighed and mixed in fixed proportions. The mixed powder is then granulated or pressed into pellets so the chemical spread stays uniform through every unit that comes off the same batch.
2. Casing and paper tube making.
Cardboard tubes or thick paper shells are rolled and shaped to hold the composition and survive the heat and pressure of combustion. This is a separate, largely mechanical job, often done in its own shed away from where chemicals are mixed.
3. Filling.
The mixed composition is loaded into the finished casing, by hand in most Sivakasi units or by machine where a factory has invested in filling equipment.
4. Fuse insertion.
A coated string or cord is set into the cracker as the fuse. How fast that cord burns is chosen for the type of cracker: a sparkler needs a slower, sustained burn; a sound cracker needs a short, quick one.
5. Sealing.
The casing is closed around the composition and fuse so nothing spills and moisture cannot easily get in during the drying stage that follows.
6. Sun-drying.
Sealed crackers move to open drying yards and are laid out in the sun in a monitored area, removing moisture before the batch is cleared for packing. Depending on the weather, drying takes 1 to 3 days.
7. Quality control.
Dried crackers are checked to confirm they give the sound, colour, or visual effect they were built for and meet the applicable safety standard before they are cleared for sale.
8. Packing.
Crackers that pass quality control are bundled into packs or boxes built to keep moisture out, with the safety instructions the buyer needs to see before lighting one.
Why the stages are split across separate units
Sivakasi's fireworks production is not organised as one factory doing every stage under one roof. One unit handles chemical mixing, a second handles drying, a third does assembly, and packing happens at a different site again. This staged, multi-unit structure is officially framed as a safety measure: if an accident happens during mixing, the damage is meant to stay contained to that one small unit rather than spreading to drying stock or finished, packed goods sitting nearby.
The trade-off is that a cracker you buy has usually passed through several separate licensed premises before it reaches a box, each one inspected and licensed on its own.
Why it's still a manual, cottage-scale industry
Firecracker manufacturing in and around Sivakasi remains largely manual, cottage-unit work rather than large-scale automated production. The workforce doing this is predominantly hand labour, much of it piece-rate work done by women.
Automation exists but concentrates where the money is: automating the chemical-mixing stage, the most hazardous single step in the process, needs an investment of roughly Rs 20-25 lakh per line. That is a real sum for a small unit to raise, which is why hand-mixing has stayed the norm across most of the cluster even as bigger manufacturers automate.
Who licenses a manufacturing unit: PESO vs. the district
Two licence types cover fireworks manufacturing in India. A District Magistrate (DM) licence is issued by the local district administration. A PESO licence is issued by the Petroleum and Explosives Safety Organisation, the national regulator for explosives, and PESO licenses are granted to units handling between 15 kg and 2,000 kg of fireworks material.
PESO itself is not a Sivakasi-specific body. It is India's nodal agency for the safety of hazardous substances including explosives, in place since 1898, and it administers manufacturing licences such as LE-1, LE-3, and LE-5 under the Explosives Rules, 2008, which sit under the parent Explosives Act, 1884.
In Virudhunagar district, around 320 units currently hold a district licence and nearly 800 hold a PESO licence, a dense cluster of small, individually regulated premises rather than a handful of large plants.
The safety record behind the process
The split-stage, largely manual structure described above comes with a documented accident record. Between 2022 and mid-2025, 89 accidents were recorded at fireworks units in the district. PESO-licensed units accounted for 78 of those incidents and 123 deaths; district-licensed units accounted for 11 accidents and 11 deaths.
Documented violations behind these accidents include overstocking explosives beyond what a unit is licensed for, unauthorized tools on the mixing floor, mixing and drying done too close together, untrained workers handling composition, and more than one production stage being run in a single space instead of being kept physically separate as the licence requires.
