Diwali Crackers in Sivakasi

Diwali is the one night Sivakasi's own licensing regime and the national bursting-window rule apply at the same time to the town that makes the product. PESO licensing governs what a unit here is permitted to manufacture and pack; the Supreme Court and NGT orders govern when a household anywhere, including one inside Sivakasi, is permitted to light it.
