The National Floor Every State Starts From

The Supreme Court of India, in its judgment of 23 October 2018 in Arjun Gopal v Union of India (Writ Petition (Civil) No. 728 of 2015), restricted manufacture and sale nationwide to green crackers, and fixed a default bursting window of 8:00 pm to 10:00 pm on Diwali and similar festivals such as Gurpurab. On top of that, the National Green Tribunal's orders of 9 November and 1 December 2020 (O.A. No. 249/2020) directed that only green crackers may be sold or used, within a two-hour festival window, in cities where average air quality is "moderate" or below; where air quality is "poor" or worse, the NGT directed a total ban on sale and use of all firecrackers. That is the country-wide floor. States and city pollution boards can, and regularly do, set their own hours within it.

What Tamil Nadu's Own Notification Has Said

Beyond the national floor, Tamil Nadu issues its own Deepavali notification most years, and it has not always matched the 8 pm to 10 pm default. For Deepavali 2025, the state government fixed bursting hours at 6 am to 7 am and 7 pm to 8 pm on Deepavali day, a narrower and differently timed two-hour window than the national default, as reported by The Hindu. The same notification asked residents to avoid bursting crackers near hospitals, schools, courts and religious places, and discouraged series or joined firecrackers. The Tamil Nadu Pollution Control Board (TNPCB) also runs awareness campaigns with schools, colleges and eco-clubs in the run-up to the festival.

That is one year's notification, not a permanent rule. State and city-level notifications are reissued for each festival season and can change. Do not assume this year's window matches 2025's; check TNPCB's current notification or your local police advisory before you plan your evening.

Why the State's Window Can Differ From the National Default

The NGT's 2020 orders give states room to set their own hours as long as they stay inside the two-hour ceiling and respond to that season's local air quality readings. A state pollution control board can therefore fix an early-morning slot alongside an evening one, tighten the window in a city with poor air quality, or align with a neighbouring state. This is exactly why a fixed nationwide answer to "what time can I burst crackers" does not exist. The honest answer is always: national floor, then whatever your state notified for that year.

Buy Certified Green Crackers, Whichever Window Applies

Whatever hours apply where you live, the crackers themselves must be green-certified. Green crackers were developed by CSIR-NEERI and must show either a minimum 30% reduction in particulate matter emissions compared with a conventional cracker of the same type, or a 20% PM reduction plus at least 10% reduction in gaseous emissions.
